Conclusions are drawn from the wrong data.
At any given moment hundreds of thousands are playing LoL and DotA 2. Probably more than 1M.
Why do they play games like these on PC? Because they don't exist on console.
The markets reached by BF4 and CoD are pathetic, across all consoles collectively, compared to DotA or LoL even individually.
The reason, then, that FPSes are a hit on console?
They're the only game you can play. RPG, RTS, sim...
The only genre I can think of that is better played on console is fighting games.
That is literally it.

"I think some of the commenters who are using analogies like "Ferrari vs. Ford Focus" are missing a critical point: Of course there will always be people who have the budget and desire to play using kb/mouse on an expensive rig. It doesn't, and it won't.
That argument kind of supports me more than you; that a game as old as TF2 is pulling numbers as large as the latest releases, or that CS is pulling 50k as we speak, and peaks at a truly massive 150k tells me something very different.
The previous generation of consoles was, by he end of their lifespan, holding back innovation in gaming in general, simply because of their vast technological inferiority.
The Xbox One can't run BF4 at 1080p. PCs are moving into 4K.
Once again, consoles are going to force slower advancement, and when they do, PCs are going to pick up the slack.
A workmate of mine asked me today why I wanted to build a PC when I have a PS4. To that I responded 'well, you can't really use a PS4 as a word processor'. This is true today, it'll be true when Legion is released and it'll be true for the foreseeable future.
PCs are just more versatile, have a wider variety of games available and have a more reliable customer base (I mean, CS is TEN YEARS OLD!).
EDIT: I just checked. Turns out CS is going on 15 this year.

There are countless PS3 games which run much better than Dust ever did.
DUST has a lot of backend stuff going on, from my understanding, and is a much more complicated game than, say, BF3 (which is probably the most comparable game in a lot of senses).
Being new to coding for PS3 (which is a truly appalling console to code for, for the record, and any suggesting that it is in any way as straightforward as coding for Xbox, let alone PC is dishonest at best) doesn't help.

The people did come to DUST based on the vision - but CCP weren't able to implement it.
Betamax is infamous in DUST for claiming the whole of PC, awoxing and losing all of PC anyway.
